A hacker has allegedly stolen a massive trove of sensitive data – including highly classified defense documents and missile schematics – from a state-run Chinese supercomputer in what could potentially constitute the largest known heist of data from China.

The dataset, which allegedly contains more than 10 petabytes of sensitive information, is believed by experts to have been obtained from the National Supercomputing Center (NSCC) in Tianjin – a centralized hub that provides infrastructure services for more than 6,000 clients across China, including advanced science and defense agencies.

The group alleges the information is linked to “top organizations” including the Aviation Industry Corporation of China, the Commercial Aircraft Corporation of China, and the National University of Defense Technology.

People of all ethnic groups, including Taiwan compatriots, have jointly created a unified multiethnic country, written the glorious history of China, created the splendid Chinese civilization, cultivated the great national spirit, and forged the common conviction that the Chinese territory must remain intact, the nation must maintain order, all the ethnic groups must remain united, and the civilization must be sustained. These have led the Chinese nation to strive for self-improvement and the continuous development of Chinese civilization, Xi said.

Xi stressed that no matter how the international landscape and the situation across the Taiwan Strait may evolve, the overarching trend toward the great rejuvenation of the Chinese nation will not change, and the prevailing momentum for the Chinese on both sides of the Strait to come together will not change.

He said that people on both sides of the Taiwan Strait hope for peace and tranquility, improved cross-Strait relations, and better life.

This is a responsibility that the CPC and the KMT cannot shirk, and also a driving force for the two parties to work together, Xi said.

On the common political foundation of upholding the "1992 Consensus" and opposing "Taiwan secession", the CPC is willing to work with all political parties, groups, and people from all walks of life in Taiwan, including the KMT, to enhance exchanges and dialogues, seek peace for the two sides of the Taiwan Strait, seek well-being for our compatriots and seek rejuvenation for the Chinese nation, and firmly hold the future of cross-Strait relations in the hands of the Chinese people themselves, Xi said.

Xi put forward four proposals on the development of cross-Strait relations.

First, promoting closer bonds of heart and mind through correct identification.

Second, safeguarding the common home through peaceful development.

Third, enhancing people's well-being through exchanges and integration.

Fourth, realizing the great rejuvenation of the Chinese nation through unity and hard work.

For her part, Cheng Li-wun said both the KMT and the CPC should adhere to the common political foundation of the "1992 Consensus" and opposing "Taiwan secession", enhance political mutual trust, give full play to the role of communication platforms, strive to safeguard Chinese history and promote Chinese culture, and advance exchanges and cooperation in various fields such as people-to-people, community-level, economy and trade, and culture across the Taiwan Strait.

The Heart Grows in the Peripheries: Conceptual Grammar of Expansion

Developed over the decade already mentioned above, three key concepts that are now part of this new grammar of expansion have ended up being integrated into the official canon from 2013 onwards.

They are essential to understanding China's grand strategy.

• The first is that of "new strategic frontiers" (战略新疆域zhanlüe xin jiangyu) which includes the polar regions, outer space, and the seabed. Terra nullius virgin of human presence, these new borders are considered to offer the opportunity for China to shape the rules of governance governing them, perhaps thus achieving a form of symbolic possession of these uninhabitable territories.

• The second endorses cardinal strategic directions: maritime extension towards the South Pacific and the Indian Ocean; the westward push (西进 xijin) which envisaged a continental extension towards Central and Southern Asia and beyond, towards the Middle East ("Western Asia" in Chinese); and finally, the development of an outer belt encompassing Latin America, Africa, and Europe, in order to outflank the American encirclement concentrated on the Indo-Pacific.

• Finally, the third crystallizes around the notion of "periphery" (周边zhoubian), which introduces the idea of "distant neighbors", i.e. connected to China not by a common border, but because of their economic, security, and cultural/ideological ties with it. The "minor" periphery includes the four sub-regions in which China's neighbors are located (Northeast, Southeast, South, and Central Asia), while the "major" periphery includes the regions connected at each end of the minor periphery (Middle East and Africa, as well as the South Pacific). China is obviously the heart of this "periphery" imagined in the form of concentric circles.
