Kuba - ¡Hasta la victoria siempre! ili posle smrti Kastra i ne baš?

Featured Replies

Nevertheless, Cuban officials have repeatedly told the Cuban people, the United Nations, foreign creditors and even allies that U.S. sanctions prevent them from paying for essentials such as milk for children, medicines, and maintenance for the country’s crumbling energy and telecommunications infrastructure, or making good on foreign debt payments

Koliko znam, to nije tačno.

"Crucially, Cuba’s dual-currency system helps GAESA and Gaviota keep their operating costs down significantly. The companies pay their workers poverty wages in devalued Cuban pesos, while selling them — and the rest of the public — goods and services in dollars.

One example: A Gaviota hotel employee earning the tourism industry’s monthly average wage (5,019 pesos) must exchange those pesos in the black market for dollars (at approximately 450 pesos to the dollar) to purchase goods that GAESA sells in hard currency in its stores. That employee’s salary then amounts to just $11."

Detaljnije:

The MLC shops are the same government stores, sometimes referred to as Tienda, prior to 2020, that we tourist shopped at using the CUC currency. Most of the shops in the airport are MLC. Many shops just outside airports, MLC. The bigger and better stocked shops on resorts, MLC.

Varadero airport beer, shop to the right as walking out of the terminal. Tienda Aeropuerto. Payment with card. The private run shop next to it sells beer in foreign currency and it is much more expensive.

https://www.tripadvisor.com.au/ShowTopic-g147270-i91-k13901874-MLC_store-Cuba.html

The MLC concept or MLC store is the Cuban government's method of forcing Cuban citizens to transfer foreign currency (i.e. hard currency) to the government which needs it to pay for imports. So the government sets aside certain products that can only be bought with foreign currency (a/k/a MLC) to force citizens to relinquish their hard currency.

The MLC stores are the only fast way that allowed the Cuban government to feed its population.

When the pandemic hit, Cuba's income in foreign currency dropped drastically. Those who sell to Cuba refused to sell until they had some form of guaranty that they would be paid.

The MLC stores provided that guaranty. So end of July 2020, at last, we had new food and hygiene products in the stores (the MLC stores), items that had been unavailable anywhere for months.

Also, part of the profits of the stores are used to buy the oil, chicken and other products sold to the population in CUP, either with the libreta system or the monthly modulo (1 per house). The modulo did not exit prior to the pandemic.

So no, it's not design to take the money from the street or Cuban's mattresses.

https://www.tripadvisor.com.au/ShowTopic-g147270-i91-k13901874-o10-MLC_store-Cuba.html

I had the fortunate, or perhaps the misfortune, depends on how one views the situation to enter a Cuban MLC store and it was not a pleasant experience.

A major hardship will await any Cuban with the privilege of having to shop in a plastic card retail concept even before stepping into the establishment. One cannot simply wonder into an MLC retail concept as one would in say Canada, United States or Europe. No. Obstacles are obstructive.

In the outlet I eventually entered with a Cuban colleague, the Cuban shopper, before entering, had to provide the Cuban identity card to a store employee who comes out every once in awhile to allow potential customers in then returns the identity card to the “lucky” shopper who then proceeds into the store.

Potential customers must wait in the unbearable heat for hours depending on how fortitudinous the shopper is in arriving very early to be in front of the store doors on opening. Because there is no retail competition in Cuba, customers put up with this aggravation otherwise they do without which is not an option.

Upon entering what does one see on the shelves. Definitely rows upon rows of huge tin cans of guava marmalade stretching the length of the store. Where did these multitude of marmalade tins come from? Obviously they were produced domestically for the domestic market. But, the domestic market, that is, the ordinary Cuban with the privilege of MLC shopping does not buy guava marmalade at whatever the inflated cost because guava, a natural fruit grown through out Cuba, can be purchased in its natural state for a few pesos at the local market. Or, almost every second tree in Cuba produces guava fruit in fruitful abundance: why buy sweetened mashed guava?

Of course the communist government since it has shelve space to fill in these government operated MLC operations fills them not with what customers need, desire and willing to purchase but with what the government dictates. Then it proclaims to its citizens with journalistic fervor on the nightly news how productive the production of marmalade is in Cuba and how proud the country should be in its marmalade marvels! But no Cuban buys the stuff. Obviously not an astute retail business practice.

And to continue with food products on shelves, row upon row, but not in customers shopping carts are stacked canned peas and carrots, canned peaches, and other canned fruit and vegetables not native to Cuba. How about jars of asparagus? Freezers full of berries (strawberries and raspberries) in plastic bags to which most Cubans never eat let alone spend hard earned money or money sent to them to purchase such delicacy.

Most native Cubans, at least the ones I know have never seen a wild fresh strawberry nor a wild fresh raspberry because such delicate fruit are not native to the island and must be imported resulting in prohibitive price to purchase. Frozen berries do not sell in Cuba at least that is what the untouched frozen freezers seemed to say. Cuban customers gawk and gesture to one another what exactly is in the plastic bags before moving to the frozen chicken breasts and cheese. Those staples sell but they’re always in short supply.

There is definitely a huge disconnect between the Cuban communist government’s MLC stores and the Cuban consumer. The communist government runs these inefficient operations obviously for the sole purpose of making money with absolute no interest or concern for the Cuban consumer who must spend money purchasing what is not consumer dictated as most successful retail operations operate.

El Toque is a tool of manipulation designed to undermine the Cuban economy

🎯 The Three Segments of the New Exchange Market

The design of the new exchange rate envisions the convergence of three exchange segments, with their respective participants and different official exchange rates. Its structure is:

👉 Segment I: Fixed Rate 1x24

🔸️ Concentrate the assignments made by the State through the Central Fund, aimed at covering the essential and strategic needs of the country.

🔸️ This segment will continue to operate with the current exchange rate, as it is directly linked to the insurance of priority goods and services such as the basic table of medicines, fuels, electricity generation, basic basket and public transport, among others.

👉 Segment II: Fixed Cup 1x120

🔸️ Certain entities with the ability to generate external income participate. In this space, a different exchange regime will be applied, aimed at stimulating the profitability and competitiveness of these entities, with the aim of strengthening the trade balance and widen the availability of resources to support the needs met in Segment I.

🔸️ Review a strategic relevance, as it will be responsible for gradually driving the process of convergence towards a single rate of exchange for the whole economy.

👉 Segment III: Floating Rate

🔸️ Introduce one of the most innovative changes in the change transformation process, by modifying the change regime applicable to natural people and non-state forms of management.

🔸️ The rate fluctuates daily, which will be published by the Central Bank of Cuba in its condition of monetary authority of the country.

🔸️ First publication: This December 18, the dollar was set at an exchange rate of 410 CUP and the euro at 481.42 CUP.

🔸 However, the strategic goal of having a single rate of exchange in the economy remains. "This structure will gradually converge these three official exchange rates to a single exchange rate."

Edited by vememah

Jesam široko sročio, ali u odgovoru na još širu tvrdnju iz članka: "...must exchange those pesos in the black market for dollars."

U ovom slučaju "must" treba tumačiti kao kondicional, pre svega jer iza njega ne ide tačka (sneaky you tongue), već rečenica ide dalje i kaže "...to purchase goods that GAESA sells in hard currency in its stores," pa onda tačka. Logika rečenice je "If the employee wants to purchase goods..., then they must..."
