In the context of the ongoing conflict in early 2026, Jake Sullivan is the former U.S. National Security Advisor (2021–2025).

znaci, nije trumpov covek. sto ce reci, ovo moze da bude i politicki obracun, ali i opravdana kritika,

e sad, rekao bih da je ovo drugo

Based on investigative reports and leaked diplomatic records from March 2026, several pieces of evidence support

Jake Sullivan's claim that a "massive" peace proposal was offered by Tehran just before the 2026 Iran War began.

1. The "Three-Step Plan" in Geneva

Leaked details of the February 26, 2026, negotiations in Geneva indicate that Iran proposed a sweeping three-step de-escalation framework:

An Iranian news outlet reported that during the talks in Oman, Iran proposed a three-step plan to reach a deal with the United States:

  1. Iran would agree to temporarily lower its uranium enrichment to 3.67% in return for access to frozen financial assets in the United States and authorization to export its oil.

  2. Iran would permanently halt high-level uranium enrichment, restore inspections by the UN nuclear watchdog IAEA, and commit to implementing the Additional Protocol, allowing for surprise inspections at undeclared sites. These steps would be taken if the United States lifts further sanctions and persuades Britain, Germany, and France not to trigger the snapback of UN sanctions against Tehran.

  3. The U.S. Congress would approve the nuclear agreement and Washington would lift both primary and secondary sanctions, while Iran would transfer its stockpiles of highly enriched uranium to a third country.[90]

Iran had reportedly also proposed steps to deescalate tensions, including a pledge to disarm and freeze the activities of Hamas, the Houthis, Hezbollah, and Hashd al-Shaabi.[91]

U.S. envoy Witkoff reportedly welcomed the proposals presented by the Iranian delegation in Muscat, which were unexpected by the Iranian side.[90]

  • Nuclear Concessions: Iran offered to immediately dilute its entire stockpile of 60% enriched uranium and temporarily lower all enrichment to 3.67%.

  • Regional De-escalation: The proposal reportedly included a commitment to disarm and freeze the activities of regional proxies, including Hamas, Hezbollah, and the Houthis.

  • International Oversight: Tehran offered to restore full IAEA inspections and implement the "Additional Protocol," allowing for surprise inspections at undeclared sites.

2. Independent Verification from Diplomats

  • Jonathan Powell (UK): The Guardian reported in March 2026 that UK National Security Adviser

Jonathan Powell secretly attended the Geneva talks and assessed that a diplomatic breakthrough was "within reach" just days before the bombing began.

  • Omani Mediators: Omani Foreign Minister

Badr al-Busaidi, who mediated the talks, publicly stated on February 26 that "significant progress" had been made and that technical discussions were scheduled to continue.

3. Critiques of the U.S. Negotiating Team

Evidence suggests Sullivan's claim about negotiators "not understanding" the offer may stem from the composition of the U.S. team:

  • Lack of Experts: Reports from Arms Control Association highlight that U.S. envoys

    Steve Witkoff and Jared Kushner

often attended sessions without technical nuclear experts.

  • Maximalist Demands: While Iran offered concessions, the U.S. team reportedly maintained "maximalist" demands, such as the complete destruction of the Fordow, Natanz, and Esfahan facilities, which critics argue blinded them to the flexibility in Iran's actual proposal.

The Iraqi National Security Council has authorised the Popular Mobilisation Forces (PMF) to respond in accordance with the principles of the right of retaliation and self-defence. The trigger was a US air strike against the PMF’s operational headquarters in Anbar province this morning, in which Saad al-Baiji, the PMF’s operational commander in Anbar, was killed along with 14 of his men. In total, there were 30 dead and wounded. The attack took place during a security meeting attended by high-ranking commanders.

This marks a significant shift from the Iraqi government’s traditional stance of remaining on the sidelines of this conflict and officially recognises the PMF as an integral part of the Iraqi armed forces, who, alongside the rest of the Iraqi Security Forces, succeeded in liberating the country from the clutches of ISIS between 2014 and 2017. The PMF comprises around 250,000 units across Iraqi territory, providing a massive deterrent against any attempt to use Iraq as a springboard for a potential ground operation in Iran. However, the Iraqi government has also accused Iran of being involved in violations of Iraqi sovereignty, whether through direct actions or the use of Iraqi territory in the regional conflict. Baghdad considers that these strikes jeopardise the country’s stability and affect forces that are an official part of the Iraqi state.

ko su i sta su Popular Mobilization Forces (PMF)

The Popular Mobilization Forces (PMF), or al-Hashd al-Shaabi, is an Iraqi state-sponsored umbrella organization of approximately 67 paramilitary factions. Formed in June 2014, it was established to combat the Islamic State (ISIS) following the fall of Mosul and a fatwa by Grand Ayatollah Ali al-Sistani calling for national defense.

Key Characteristics and Structure

  • Legal Status: De jure, the PMF is an official branch of the Iraqi Armed Forces reporting to the Prime Minister. De facto, many units operate with high autonomy and maintain close ties to Iran's IRGC.

  • Composition: Primarily composed of Shia Muslim militias, it also includes Sunni, Christian, and Yazidi units.

  • Size: As of 2025, estimates place the force at approximately 238,000 fighters with an annual state budget of about $3.6 billion.

  • Leadership: Currently led by Chairman Falih al-Fayyadh and Chief of Staff Abu Fadak al-Mohammadawi.

Major Factions

The PMF is divided into three main ideological clusters:

  • Pro-Iran (Khamenei): Factions like Kata'ib Hezbollah, Asa'ib Ahl al-Haq, and the Badr Organization. These are often designated as terrorist groups by the U.S. and its allies.

  • Pro-Sistani (Najaf): Known as "Shrine Militias," these groups are loyal to Grand Ayatollah Ali al-Sistani and generally favor integration into the regular army.

  • Pro-Sadr: The Saraya al-Salam (Peace Companies), led by Muqtada al-Sadr, often maintains a more nationalist stance.

Recent Developments (March 2026)

  • Airstrikes: On March 24, 2026, a major airstrike—blamed by the PMF on the U.S. and Israel—hit a command headquarters in Anbar province, killing at least 15 fighters, including operations commander Saad al-Baiji.

  • Authorization to Retaliate: Following these strikes, Iraq's National Security Council authorized the PMF to exercise self-defense and respond to attacks targeting their positions.

  • Institutionalization: Efforts are ongoing in the Iraqi parliament to further institutionalize the PMF through new legislation, which has sparked significant international concern, particularly from the U.S..

As of March 2026, the United States has fewer than 2,000 troops remaining in Iraq. This number is currently decreasing as part of a formal drawdown agreement with the Iraqi government.

IRAN’S DEMANDS TO END WAR — official to Al-Mayadeen

1. Binding guarantees that the war will not be repeated

2. Closure of US military bases across the region

3. Payment of compensation to the Islamic Republic

4. An end to wars on all regional fronts

5. Establishment of a new legal regime for the Strait of Hormuz

6. Prosecution and extradition of individuals affiliated with media outlets hostile to Iran

Iranian officials have told mediators that they have now been tricked twice by U.S. President Trump and that 'we don't want to be fooled again'. They also said that U.S. military movements and Trump's decision to deploy major troop reinforcements have increased their suspicion that his proposal for peace talks is merely a ruse — Axios
