- engine manufacturers get a bonus: 10M $ - not allowed to pump this into the works team

- they want to make decisions by simple majority, only big decisions with 75% majority (10 persons in this : F1-mangement, teams and FIA)

- teams made no better solution for engines: so the plan is still: 1.6L V6-turbo, no MGU-H, stronger MGU-K, standard TC and ES, higher fuel flow limit, revs increase 3000/min
