This new form of Russian nationalism presents challenges for both the government and the democratic opposition. The government fears that a nationalist-democratic force running on an anti-Putin platform would make for a far more formidable adversary. At the same time, Russian democrats’ flirtation with nationalism, which is evolving into a marriage of convenience, could prove to be either an elixir of life or the kiss of death....For most of the twentieth century, the unifying goal of Russian nationalists — whether of the right-wing imperial or the left-wing communist sort—was the drive for territorial expansion. During the period when Russia was growing, other ethnic groups were welcomed but expected to acquiesce to their big brothers the Great Russians and ultimately to assimilate. Such expansionist nationalism was based on confidence not only in Russia’s increasing size but also in its state capacity and cultural attraction. But a growing realization of Russia’s profound structural problems—the demographic crisis, bad governance under Putin, and the global economic crisis—has led to significant shifts in Russian nationalism.Over the last few years, the traditional expansionist nationalism has been losing ground to a newer breed of isolationist, insular, and defensive nationalism that is primarily xenophobic and hostile to immigrants. This strain of nationalism is focused more on maintaining Russia’s “Russianness” than on territorial expansion. The key source of defensive nationalism is the toxic mix of high immigration into Russia coupled with a demographic crisis among native-born ethnic Russians. Home to more than twelve-million non-Russians, Russia is the world’s second leading destination for immigrants (after the United States)....Traditional expansionist nationalists were ready to “die for the Caucasus” rather than see it leave the Russian fold. The new nationalists, by contrast, want to “stop feeding the Caucasus,” and see the region as a burden that Russia should unload. According to an opinion poll conducted by the Levada Center, 62 percent of Russians support the campaign against subsidies to the North Caucasus republics (which are actually smaller than the subsidies to eastern Russian regions such as Siberia). In addition, a fifth of Russians would welcome Chechnya’s secession, 23 percent would not care, and 14 percent dislike the idea but would not mind if secession came to pass.2 The schism between expansionist and defensive nationalists is visible at nationalist marches, where parts of the crowd shout “There is no Russia without the Caucasus!" (Net Rossii bez Kavkaza!) while other parts shout “Stop feeding the Caucasus!” (Hvatit kormit Kavkaz!) and “Migrants today, occupiers tomorrow!” (Segodnya migranty, zavtra okupanty! ). ...The evolution of Russian nationalism today is not unlike that of other European nationalisms that mutated from the expansionist-imperial mission civilisatrice of a century ago into the defensive “fortress Europe” nationalism of recent decades. Perhaps the representative embodiment of this evolution is Jean-Marie Le Pen (b. 1928), former leader of the far-right National Front in France. He began his political career in the late 1950s fighting to keep Algeria in France and ended it in the 2000s campaigning to keep Algerians (and other migrants) out of France....What impact will the new democratic-nationalist fusion have on Russian politics? In Russia today, many middle-class urbanites are democratic, pro-European, and anti-immigrant. Liberal politicians who have been marginalized for the past decade are eager for wider public support.
