U.S. presidents possess almost unilateral power to drop bombs on other countries, says historian Thaddeus Russell, and that's why it's very good news that Trump is most libertarian when it comes to foreign policy.

Russell, who's the author of A Renegade History of the United States and is currently writing a book on foreign policy, says Trump's enmity with the neocons at National Review and The Weekly Standard is "fantastic news for us and the world." He points out that Trump advisor (and likely future cabinet member) Newt Gingrich gave a 2013 interview with The Washington Times expressing second thoughts about his neocon past.

Though Trump has pledged to go after ISIS, his general philosophy seems far preferable to Hillary's systematic and carefully thought-out Wilsonian foreign policy. "I don't see a war with Russia and I don't see greater interventionism generally outside of [a] little pocket of the Middle East," says Russell.

Nick Gillespie caught up with Russell for an interview.

Defense & National Security

Energy Independence
The Trump Administration will make America energy independent. Our energy policies will make full use of our domestic energy sources, including traditional and renewable energy sources. America will unleash an energy revolution that will transform us into a net energy exporter, leading to the creation of millions of new jobs, while protecting the country’s most valuable resources – our clean air, clean water, and natural habitats. America is sitting on a treasure trove of untapped energy. In fact, America possesses more combined coal, oil, and natural gas resources than any other nation on Earth. These resources represent trillions of dollars in economic output and countless American jobs, particularly for the poorest Americans.
Rather than continuing the current path to undermine and block America’s fossil fuel producers, the Trump Administration will encourage the production of these resources by opening onshore and offshore leasing on federal lands and waters. We will streamline the permitting process for all energy projects, including the billions of dollars in projects held up by President Obama, and rescind the job-destroying executive actions under his Administration. We will end the war on coal, and rescind the coal mining lease moratorium, the excessive Interior Department stream rule, and conduct a top-down review of all anti-coal regulations issued by the Obama Administration. We will eliminate the highly invasive "Waters of the US" rule, and scrap the $5 trillion dollar Obama-Clinton Climate Action Plan and the Clean Power Plan and prevent these unilateral plans from increasing monthly electric bills by double-digits without any measurable effect on Earth’s climate. Energy is the lifeblood of modern society. It is the industry that fuels all other industries. We will lift the restrictions on American energy, and allow this wealth to pour into our communities. It’s all upside: more jobs, more revenues, more wealth, higher wages, and lower energy prices.
The Trump Administration is firmly committed to conserving our wonderful natural resources and beautiful natural habitats. America’s environmental agenda will be guided by true specialists in conservation, not those with radical political agendas. We will refocus the EPA on its core mission of ensuring clean air, and clean, safe drinking water for all Americans. It will be a future of conservation, of prosperity, and of great success.


GETTING AMERICA BACK TO WORK AGAIN

Tax Reform/Economic Vision
Anyone who fills out a tax form knows how harmful the U.S. tax code is today – punishing hard work, savings, and investment. American frustration with the tax code has prompted two decades of Washington, D.C. blue ribbon commissions and detailed plans to reform the code. These efforts have not changed the tremendous burden Americans face in complying with the U.S. tax code. If a tax code were designed to punish hard work, thrift, and investment, the current U.S. tax code could serve as a blueprint.
Republican efforts to reform the code since 2008 have been blocked in one way or another by a hostile White House and Democrat congressional leadership. They believe Americans should pay more in taxes, not less. While there is bipartisan recognition on an urgent need to reform the tax code now, there also is a growing consensus that presidential leadership will be required to achieve success. A Trump Administration tax plan can be summarized as lower, simpler, fairer, and pro-growth.


Regulatory Reform
Regulatory reform is cornerstone of the Trump Administration, and the effort will include a temporary moratorium on all new regulation, canceling overarching executive orders and a thorough review to identify and eliminate unnecessary regulations that kill jobs and bloat government.
Federal regulators have issued 20,642 regulations since 2009, which have increased regulatory compliance costs by more than $100 billion annually.[1] Independent estimates total regulatory costs as exceeding $2 trillion annually[2] and small businesses, the driver of job creation, disproportionally face higher annual regulatory costs of $10,585 per employee per year ¬— 36 percent above the regulatory cost facing large firm.[3]
The regulatory bureaucracy is enormous and its impact on our economy, communities and individual Americans from coast to coast is even larger. While reasonable regulations are needed to address issues ranging from ensuring public safety to ensuring proper stewardship of our National Parks’ crown jewels, this can be accomplished without the profound damage to our economy and our freedoms that is currently inflicted by the regulatory bureaucracy. The Trump Administration is committed to regulatory reform that will produce sensible regulations that allow America to be great.


Trade Reform
Free trade is good as long as it is fair trade. American workers are the best in the world. On a level playing field, we can compete, and win. Yet, too many American jobs have been lost over the last decade because of trade deals that do not put Americans first. Factories have closed and jobs have moved overseas because the government has imposed crushing regulations and taxes, while it negotiated trade deals that incentivized American companies to make things abroad, where environmental and labor protections are minimal and wages are low.
The Trump Administration will reverse decades of policies that have pushed jobs out of our country. The new Administration will make it more desirable for companies to stay, create jobs here, pay taxes here, and rebuild our economy. Our workers and the communities that support them will thrive again, as more and more companies compete to set up manufacturing in the U.S., to hire our young people and give them hope and a real shot at prosperity again. America will become, once more, a destination for jobs, production and innovation and will once more show economic leadership in the world.


Education
The American Dream remains an illusion for too many families and taxpayers. We fail too often to provide our schoolchildren with a high-quality education to prepare them to be successful adults in a knowledge economy that rewards creativity and a smart work ethic, which in turns fails to provide our workforce with relevant intellectual and career competencies necessary for advancement in the U.S. or international business community. Each time our nation forgoes the academic preparedness of one child or adult we miss a window of opportunity to invent a roadmap for greatness our founding generation envisioned 229 years ago.
To Make America Great Again for approximately 70 million school-age students, 20 million post-secondary students, and 150 million working adults, the Trump Administration will advance policies to support learning-and-earning opportunities at the state and local levels – where the heart and soul of American education takes place. We will accomplish this goal through high-quality early childhood, magnet, STEAM or theme-based programs; expansion of choice through charters, vouchers, and teacher-driven learning models; and relief from U.S. Department of Education regulations that inhibit innovation. A Trump Administration also will make post-secondary options more affordable and accessible through technology enriched delivery models.


Transportation & Infrastructure
The American people have been burdened by a transportation system that has been neglected far too long. From traffic jams, poorly maintained farm/ranch-to-market roads, airport and airline delays and crowded subways, our system is literally falling apart.
Americans deserve a reliable and efficient transportation network and the Trump Administration seeks to invest $550 billion to ensure we can export our goods and move our people faster and safer. We will harness technology and make smarter decisions on how we build and utilize our infrastructure. Our roads, bridges, airports, transit systems and ports will be the envy of the world and enhance the lives of all Americans. We will build the roads, highways, bridges, tunnels, airports, and railways of tomorrow.


Financial Services
Financial markets are vital to the American economy. Capital markets bring investors together with creators to fund new ideas and fuel economic growth. Banks and other lenders provide funding to small businesses and mortgage borrowers to help fund the American Dream. Federal policy should focus on free enterprise, while protecting consumers by policing markets for force and fraud. Both Wall Street and Washington should be held accountable.
Following the financial crisis, Congress enacted the Dodd-Frank Act, a sprawling and complex piece of legislation that has unleashed hundreds of new rules and several new bureaucratic agencies. The proponents of Dodd-Frank promised that it would lift our economy. Yet now, six years later, the American people remain stuck in the slowest, weakest, most tepid recovery since the Great Depression. Paychecks have been stagnant. Savings are being depleted, millions are unemployed or underemployed, and millions more have dropped out of the workforce altogether. Economic growth remains below 2%, about half the historic average. The big banks got bigger while community financial institutions have disappeared at a rate of one per day, and taxpayers remain on the hook for bailing out financial firms deemed "too big to fail."
The Dodd-Frank economy does not work for working people. Bureaucratic red tape and Washington mandates are not the answer. The Financial Services Policy Implementation team will be working to dismantle the Dodd-Frank Act and replace it with new policies to encourage economic growth and job creation.


GOVERNMENT FOR THE PEOPLE AGAIN

Healthcare
It is clear to any objective observer that the Affordable Care Act (ACA), which has resulted in rapidly rising premiums and deductibles, narrow networks, and health insurance, has not been a success. A Trump Administration will work with Congress to repeal the ACA and replace it with a solution that includes Health Savings Accounts (HSAs), and returns the historic role in regulating health insurance to the States. The Administration’s goal will be to create a patient-centered healthcare system that promotes choice, quality and affordability with health insurance and healthcare, and take any needed action to alleviate the burdens imposed on American families and businesses by the law.
To maximize choice and create a dynamic market for health insurance, the Administration will work with Congress to enable people to purchase insurance across state lines. The Administration also will work with both Congress and the States to re-establish high-risk pools – a proven approach to ensuring access to health insurance coverage for individuals who have significant medical expenses and who have not maintained continuous coverage.
The Administration recognizes that the problems with the U.S. health care system did not begin with – and will not end with the repeal of – the ACA. With the assistance of Congress and working with the States, as appropriate, the Administration will act to:
Protect individual conscience in healthcare
Protect innocent human life from conception to natural death, including the most defenseless and those Americans with disabilities
• Advance research and development in healthcare
• Reform the Food and Drug Administration, to put greater focus on the need of patients for new and innovative medical products
• Modernize Medicare, so that it will be ready for the challenges with the coming retirement of the Baby Boom generation – and beyond
• Maximize flexibility for States in administering Medicaid, to enable States to experiment with innovative methods to deliver healthcare to our low-income citizens


VA Reform
Today, too many of our nation’s veterans are not receiving the timely and effective care they need, wherever and whenever they need it. They sometimes face long drives, waiting backlogs and excessive red tape in pursuing the effective assistance they have earned by serving their country. Too often, they are hindered and not helped, by government employees who are not up to the task of providing competent answers to their situations.
The Trump Administration will transform the Department of Veterans’ Affairs to bring it into the 21st Century by providing state-of-the-art treatment for all physical and mental health care needs of our veterans. Likewise, any questions a veteran may have about benefits earned should be addressed in a complete and timely manner. We will make the VA great again by removing corrupt and incompetent individuals who let our veterans down. Our Administration will make certain that honest and dedicated public servants in the VA have their jobs protected, and are put in line for promotions. We will treat our veterans as victors, not victims, and ensure that they receive the rewards that they well deserve.


Constitutional Rights
Donald Trump understands the solemn duty that comes from the Oath of Office – swearing to "preserve, protect and defend the Constitution of the United States." He embraces the fact that the reason the Founders of this nation decided to adopt a written Constitution as the Supreme Law of the Land for the first time in world history was to create a democratic form of government in which ordinary people would know the powers of government and the rights of the people. That is why the Constitution's 4,400 words were written in a way that ordinary Americans would read and understand them, and use a standard to hold public officials accountable.
As President, Donald Trump will fulfill that sworn duty, vetoing legislation that exceeds Congressional authority, taking actions as Chief Executive and Commander-in-Chief that are consistent with his constitutional role, and nominating Judges and Supreme Court Justices who are committed to interpreting the Constitution and laws according to their original public meaning. He will defend Americans' fundamental rights to free speech, religious liberty, keeping and bearing arms, and all other rights guaranteed to them in the Bill of Rights and other constitutional provisions. This includes the Tenth Amendment guarantee that many areas of governance are left to the people and the States, and are not the role of the federal government to fulfill. The Constitution declares that as Americans we have the right to speak freely, share and live out our beliefs, raise and protect our families, be free from undue governmental abuse, and participate in the public square.

Republikanci nemaju 60 senatora. Demokrate mogu da filibastuju do besvesti, nema sanse da prodje ponistenje dod frenka, obamakera ili bilo cega. Republikanci mogu da te zakone sabotiraju putem budzetskih akata (koje, koliko sam shvatio, nije moguce filibasterovati), ali vec za 2 godine su midterms
